PROBLEM TO BE SOLVED: To provide an isothermal system capable of taking the countermeasures for snow covering or icing with relatively low energy consumption. SOLUTION: The isothermal system has a cover-type isothermal chamber structure, and allows the fluid to run from the outside to indirectly form an open fluid pumping system to a building or other internal space of closed or semiclosed structure. The cover-type isothermal chamber structure 220 is installed around a first stage in an underground utility water pipe 103 of a utility water system. Both end faces of the cover-type isothermal chamber structure 220 are closed, at least one fluid inlet 218 is formed on one end of an adjacent closed end face, and connected to a fluid pipe 221 communicated with the external space of the building. At least one fluid outlet 219 is provided on the other end, connected to a fluid pipe 231 communicated with the building 110 or the other internal space of the closed or semiclosed structure, and allows the fluid in the gaseous phase or the liquid phase to flow in or flow out.
