PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel utilizing thinned wood, and the panel utilizing thinned wood manufactured by the method solving a problem of large deformation such as contraction and cracks of thinned wood to attain the effective use of thinned wood. SOLUTION: The method of manufacturing a composite panel utilizing thinned wood includes preparing a plurality of substantially the same square bars 2 formed by machining the thinned wood; arranging the plurality of square bars 2 in parallel; forming at least one through-hole 3 to bind the square bars 2 arranged in parallel and allowing a metal reinforcement 5 to penetrate the through-hole 3; drying while pressing the square bars 2 arranged in parallel, toward the square bars 2 arranged in inner rows from the square bars 2 arranged in both end rows; and fastening both ends of the metal reinforcement 5 by fasteners 6 after completion of drying and stopping the pressing to complete. The constitution of forming at least one through-groove 4 in a length direction in the adjacent square bar adjacent surfaces 2a of the square bars 2 arranged in parallel may be also considered.
