<p><P>PROBLEM TO BE SOLVED: To provide a scheduling method and a scheduling apparatus that can suitably reflect a surplus quantity of material to a production schedule. <P>SOLUTION: An order generating means 11 generates a production order for consuming the material given to a manufacturing process as a production order corresponding to the surplus quantity of the material. A schedule creating means 12 creates a production schedule for manufacturing by the manufacturing process according to the production order generated by the order generating means 11.
