PROBLEM TO BE SOLVED: To provide a lightning guiding device that is an effective countermeasure against a fire caused by a lightning strike. SOLUTION: The lightning guiding device is installed on the top or the slope or the like of a mountain. The device is configured as follows. A water-retaining means is installed in the device installation ground. Conductive piles are driven into the device installation ground so as to penetrate the water-retaining means. A plurality of lightning guide plates are provided via the piles. An electrical conduction inhibiting material is provided so as to surround the outer periphery of the device installation ground outside the piles.
