PROBLEM TO BE SOLVED: To provide an apparatus for generating congestion information capable of accurately generating information about the condition of a traffic jam at an intersection, a computer program, and a method for generating congestion information. SOLUTION: Using the time when a probe vehicle passes through a sensing area of a vehicle sensor and the time and position of arrival of the probe vehicle at the end of a line of cars waiting at a stoplight, a line end information generating unit 15 calculates for each lane the time when a vehicle passing through the sensing area of the vehicle sensor at a certain time comes at the end of the line, and the end position (length of the line of waiting cars) of the line when the vehicle comes at the end. A travel time calculating unit 16 calculates the average travel time for each lane by using the end position of the line. Using the end position of the line, a calculation unit 17 for the number of waits for stoplights calculates the average number of waits for stoplights and the probability of waits for stoplights on each lane.
