PROBLEM TO BE SOLVED: To appropriately cope with a plurality of terminal devices even when there are the plurality of terminal devices simultaneously that are desired to perform proximity radio communication while using a one-to-one proximity radio communication system. SOLUTION: A communication priority is preset in accordance with a position on a stage 160, when the plurality of terminal devices MS1 and MS2 are arranged on the stage 160 with an antenna 161 disposed thereon, the positions on the stage 160 where the terminal devices MS1 and MS2 are disposed are specified and communication priorities are determined in accordance with the positions, and even during communication with the terminal device MS1, communication is sequentially performed in the order of the terminal devices MS2→MS1 according to the determined priorities.
