<P>PROBLEM TO BE SOLVED: To provide a method and apparatus for evaluating impedance characteristic that can analyze a reaction resistance in detail by removing a membrane resistance from a measured impedance characteristic. <P>SOLUTION: A measurement means 41 measures the impedance of a fuel battery cell 1 while changing the measuring frequency. A membrane resistance calculation means 42 calculates, as a membrane resistance of the fuel battery cell 1, a convergence value of the real component of the impedance when increasing the measurement frequency. A reaction resistance calculation means 43 calculates a reaction resistance of the fuel battery cell 1 by subtracting the membrane resistance from the impedance of the fuel battery cell 1.
