<P>PROBLEM TO BE SOLVED: To provide an improved electric surgical forceps guaranteeing uniform sealing of tissue. <P>SOLUTION: The bipolar forceps includes an end effector assembly 100 having a first jaw member 110 and a second jaw member 120 which hold the tissue in-between; a first conductive surface 112 having a conductive sealing plate and a dielectric layer which are coupled to the first jaw member; and a second conductive surface 122 having a conductive sealing plate which is coupled to the second jaw member.
