A user terminal transmits a preamble signal generated using a Zadoff-Chu sequence. A correlation processing unit (21) calculates the autocorrelation of the received preamble signal. A preamble detection unit (22) detects a side peak position of the autocorrelation of the preamble signal and calculates a main correlation value representing the correlation at a main peak position and a side correlation value representing the correlation at the side peak position. The frequency deviation estimation unit (24) estimates, based on the main correlation value and the side correlation value, a frequency deviation that has occurred on a radio transmission channel.
