PROBLEM TO BE SOLVED: To provide a message distribution method, radio base station and message distribution station capable of flexibly designating the unit of a distribution area.

SOLUTION: A message distribution method includes: a step A in which a message distribution station CBC determines distribution area information and a distribution class and notifies a radio base station eNB of them on the basis of a message distribution request containing distribution target area information received from news flash transmission station CBE; and a step B in which the radio base station eNB determines a distribution area on the basis of the distribution area information and the distribution class and distributes a predetermined message to a mobile station within the distribution area.
