PROBLEM TO BE SOLVED: To improve work efficiency and to reduce a total cost by simplifying the constitution of a sheathing board itself, dispensing with selecting an installation direction, reducing weight and facilitating handling to reduce the number of separators in use and to dispense with the removal of a form while limiting the outflow of concrete from the steel sheathing board for a keystone steel form for an independent foundation, a beam including a binder, a column base, or the like. SOLUTION: The sheathing board for the keystone steel form constituting expansion-molded mesh groups 8, serving as drain holes of concrete surplus water and through-holes for form clamping separators, in a bottom face 6 of each bent groove part 4 extending in a height direction and in the side face 5 of the steel sheathing board, is manufactured by punching a cut line group in the side face and the bottom face of the bent groove part of the keystone steel sheathing board by a press device after bending a thin steel plate in keystone shape, and extending the cut line groups from the bent groove parts in both side positions to form a row of expansion-molded mesh groups used as the drain holes of concrete surplus water and the through-holes for the form clamping separators, and repeatedly working toward the inside while forming the same expansion-molded mesh row in the side face located inside.
