PROBLEM TO BE SOLVED: To provide a device for attaching/detaching a pipe connecting member that allows attachment/detachment of a pipe connecting member and removes the remaining packing adhered to a flange on the side of a communication part after removing the existing packing in a small number of working steps while allowing an existing fluid conduit to be in a constant flow state, and a method for the same. SOLUTION: The device comprises a valve body 4 and a mounting member 5. The valve body is inserted into a gap 25 after forming the gap between opposing faces of a pair of flanges F1, F2 so as to hermetically seal a communication part B. The mounting member includes a valve-body storage part 13 for storing the valve body 4 while allowing the valve body to be operable from the outside. The mounting member is mounted to the pair of flanges F1, F2 in a sealed manner so as to form the gap 25 between the pair of flanges. The valve body 4 has a peeling-off part 17 for peeling off the remaining packing P' adhered to the flange F1 on the side of the communication part B by inserting the valve body into the gap 25 between the pair of flanges F1, F2.
