PROBLEM TO BE SOLVED: To provide a waterproof sheet for a construction having an excellent thermal insulating property, having even superior non-slip property, moisture-permeable waterproofness and cut-off property and having even surpassing workability and safety on an operation. SOLUTION: In the thermal-insulating moisture-permeable waterproof sheet for a construction, a nonwoven fabric is arranged on the top face of a moisture-permeable waterproof film, resin layers are further arranged on the nonwoven fabric, a swelling layer is disposed on the underside of the moisture-permeable waterproof film and the nonwoven fabric is further disposed under the swelling layer. In the thermal-insulating moisture-permeable waterproof sheet for the construction, the resin layers are composed of a foamed resin containing powder having the thermal insulating property.
