<P>PROBLEM TO BE SOLVED: To provide a heat insulating material and a soundproof material excelling in economical efficiency and quality, high in construction work efficiency and environmentally friendly. Ž<P>SOLUTION: This mat-shaped molding of cellulose fiber is formed by joining three side ends of a bag body of double-ply nonwoven fabric, paper, cloth, or the like by a method of sewing, welding, bonding, or the like to form bag shape, opening one opening of the bag shape to fill the inside with a filler formed by mixing cellulose fiber of loosened paper and an additive, joining the opening by a method of sewing, welding, bonding, or the like to form mat shape, fitting a plurality of tag pins from the upper face to the lower face of the mat shape at constant spaces by a fitting machine to fix two sheets of cloth and the filler, and fitting a plurality of rows of the tag pins.
