PROBLEM TO BE SOLVED: To easily produce a retardation layer including a plurality of regions in which retardation is different.

SOLUTION: A retardation substrate 10 includes a substrate 110 and a solidification liquid crystal layer 130 which faces one of main faces. The solidification liquid crystal layer 130 includes regions 130a to 130c, and a degree of depolarization is less than 5.0×10-4in each of the regions 130a to 130c, and a difference of a maximum value and a minimum value, which is obtained in regions 130a to 130c, is less than 2.0×10-4.
