PROBLEM TO BE SOLVED: To provide an operation device for operating a concentration correlation function for specifying correlation between a concentration in body fluid of a measurement object material and infrared intensity information of an infrared absorption spectrum of a living body or a body fluid taken from the living body, and a measurement device for measuring the concentration in the body fluid of the measuring object material, based on the concentration correlation function.

SOLUTION: This operation device is equipped with a spectrum acquisition means for reading the infrared absorption spectrum of the living body or the body fluid taken from the living body; a wavelength selection means for selecting a combination of infrared wavelengths; a measured concentration acquisition means for reading a measured concentration in the body fluid of the living body; a concentration measuring function operation means for acquiring a group of concentration measuring function operations for specifying correlation between infrared intensity information of each infrared wavelength, selected by the wavelength selection means and the measured concentration in the body fluid; a correlation coefficient operation means for operating each correlation coefficient between an operated concentration of the concentration in the body fluid operated by applying the infrared intensity information to the concentration measuring function and the measured concentration of the concentration in the body fluid; and a concentration correlation function extraction means for extracting a concentration correlation function, wherein the correlation coefficient is higher than the threshold.
