<p><P>PROBLEM TO BE SOLVED: To exactly know an influenced range and a call regulation section upon occurrence of a network failure in Internet service such as an IP telephone to be controlled on the basis of a signaling protocol. <P>SOLUTION: A probe device 201 which receives and analyzes an SIP packet is arranged in front of an out-band proxy server apparatus 101, a state of a communication session is estimated from the contents of the SIP packet, and thus, a state abnormality and a communication abnormal section of the communication session are estimated.
