PROBLEM TO BE SOLVED: To enable vegetation detection, suitable for loading on a moving vehicle and necessary and sufficient with respect to an observation object in a short distance. SOLUTION: The system is arranged with (1) a first imaging part having a first optical filter for allowing only a first band of wavelength to be transmitted, (2) a second imaging part having a second optical filter for allowing only a second band of the wavelength to be transmitted, (3) an associating part for associating observation data acquired by a first imaging part with the observation data acquired by the second imaging part by executing first projective transformation based on assumption that the imaged photographic image is divided by a horizontal line in the image and all the images below the horizontal line are on the plane of the ground, (4) a reflectance ratio calculation part, with respect to the associated observation data, for calculating a ratio of the reflectance calculated based on the observation data acquired by the first imaging part and the reflectance calculated based on the observation data acquired by the second imaging part, and (5) a discriminating part for discriminating if the observation object is a plant by comparing the above reflectance ratio with a designated threshold.
