PROBLEM TO BE SOLVED: To provide a device of testing a ground fault relay capable of setting a prescribed test current without tripping a high-voltage switch. SOLUTION: A preliminary voltage output means 2 applies a preliminary voltage for energization of a preliminary current with such a degree that the ground fault relay 101 is not operated to an external circuit 100 including the ground fault relay 101 and a simulation circuit including a test circuit 200. A current detection means 4 detects an actual load current value and a simulation current value. A simulated operation current calculation means 5 calculates a simulated operation current corresponding to the current at which the ground fault relay 101 is operated before the test operation on the basis of the ratio of the actual load current value to the simulation current value and the test current. When the simulated operation current manually adjusted by a test current adjusting means 8 through an operation means 9 is caused to flow through the simulation circuit, the preliminary test of each operation of the ground fault relay 101 is performed with the simulated operation current on the basis of the value of a set current displayed on a display means 7 by the display control of a display control means 6.
