PROBLEM TO BE SOLVED: To prevent a deadlock in an application started in a mobile station from being caused in a procedure for carrying out hard handover. SOLUTION: A handover method includes the steps of allowing a radio access network device of a first mobile communication system to obtain and store service-specific information for specifying a service provided to the mobile station, and allowing the radio access network device of the first mobile communication system in a procedure for carrying out hard handover to determine whether or not downlink data received from an upper node is transferred to the radio access network device of a second mobile communication system without an order change function for the downlink data received on the basis of the service-specific information.
