<P>PROBLEM TO BE SOLVED: To provide a power generation plant from which greenhouse gas is not emitted by solving problems of conventional power generation plants that the greenhouse gas is generated when fossil fuel is burned for power generation, and a climate change occurs resulting in various troubles. Ž<P>SOLUTION: In this power generation plant, fossil fuel such as oil which is required for power generation is not used at all for power generation. A hole of such a size that allows a cylinder mechanism to be installed is formed at a water tank at the bottom center, and the cylinder mechanism is installed in the hole and fixed. A chemical fiber soft cloth cylindrically pasted on the inner surface of the cylinder mechanism which is formed of a cylindrical solid matter such as metal is formed in a cylindrical shape.
