PURPOSE: A device and a method of controlling a flash memory are provided to simultaneously erase data stored in blocks of a flash memory, thereby reducing costs spent for recycling a block. CONSTITUTION: An erasing unit(820) supports a multiple block erasing function. A managing unit(830) manages one or more blocks using at least one among usable block reusing methods. A cost calculating unit(840) calculates each cost of the usable block reusing methods in consideration of the multiple block erasing function.
