The device (DPS) has a guillotine gate valve (1) with a mechanical control unit (5) constituted of a control rod (52) for displacing a movable spool with respect to an open cylinder (2) between active and retracted positions. A piston is close to the valve, and an inner arm (41) of a swivel lever (4) is penetrated in a fluid pipe i.e. water pipe, in the active position. A vane (43) carried by the arm is removed from the stream above a caisson (11) of the valve for permitting the closing of the valve to isolate the spool with respect to the pipe in the retracted position.
