PURPOSE: A data transmission method and a radio resource allocation method are provided to an obtain channel gain by considering the state of a channel and a terminal. CONSTITUTION: A base station receives information about a channel condition from the terminals in a cell(S710). The base station requires information about a channel condition in order to assign the region of a radio resource favorable for the terminal to the allocation area of a terminal. The base station assigns an allocation area corresponding to the partial region in a frame to a terminal(S720). The base station uses channel information for the allocation of the allocation area. The base station selectively assigns the radio resource or the favorable frequency for a terminal to a terminal according to the state of a channel and a terminal. The terminal transmits a uplink data through each internal block according to a hopping pattern(S730).
