VISIBLE LIGHT COMMUNICATION SYSTEM AND VISIBLE LIGHT COMMUNICATION METHOD

PROBLEM TO BE SOLVED: To attain visible light communication excellent for actual use by equalizing duty ratios in visible light transmission and suppressing a flickering phenomenon of illumination in visible light communication.

SOLUTION: A visible light transmitter 1 of a visible light communication system is provided with: a data monitor part 11 for monitoring transmission data 100 stored in a transmission buffer 10; and a light emission control part 12 including a modulation table 14. The data monitor part 11 monitors the transmission data where the duty ratios of LED illumination in a light emitting part 15 are not equal, and instructs the light emission control part 12 to change to a modulation table to equalize the duty ratios.
