PROBLEM TO BE SOLVED: To provide a rotary kiln-type material heating and drying device capable of performing batch feeding of a continuous feeding rotary kiln, and controlling a heating material to a prescribed temperature. SOLUTION: A kiln 3 comprising scraping-up blades 2 on its inner peripheral section is supported in an inclined state, and rotated forward and backward by a driving motor 5 rotatable forward and backward. The scraping-up blades 2 have the shape to scrape up the material in both forward and backward rotations of the kiln 3, and returning blades 10 are disposed at a material discharge end of the kiln 3 for pressing back the material to a material supply side of the kiln 3 to prevent the material from being discharged in the forward rotation of the kiln 3, and pressing the material to the outside of the kiln 3 in the backward rotation of the kiln 3. As the material supplied in the forward rotation of the kiln 3 is pressed back by the returning blades 10 at the kiln discharge end to accumulate the material in the kiln 3 without discharged, and continuously the heating material is discharged to the outside of the kiln 3 by the backward rotation of the kiln 3, thus the batch feeding can be performed.
