PURPOSE: A manufacturing method of a heterogeneous ion exchange membrane, a heterogeneous ion exchange structure and a manufacturing method thereof are provided to uniformly form the thickness of the heterogeneous ion exchange membrane. CONSTITUTION: A manufacturing method of a heterogeneous ion exchange membrane comprises a step for forming slurry by mixing ion exchange resin, a polymer binder, an additive and a solvent, and a forming the ion exchange membrane by applying the slurry with a tape casting method. The polymer binder is PVB. The additive includes one or more components among a dispersing agent, a hydrophobic polymer or a plasticizer.
