A transmitter apparatus includes: an MAC-SDU receiver section (11) configured to receive an MAC-SDU in an MAC layer from an RLC layer; an MAC-PDU generator section (13) configured to generate an MAC-PDU by multiplexing the received MAC-SDU; and an MAC-PDU transmitter section (14) configured to transmit the generated MAC-PDU, MAC header added in the MAC-PDU includes fixed-length “LI” indicating a size of the MAC-SDU multiplexed into the MAC-PDU, and the RLC layer is configured to transmit the MAC-SDU to the MAC layer, the size of the MAC-SDU being not larger than a maximum size settable by the fixed-length “LI”.
