<P>PROBLEM TO BE SOLVED: To provide a technique which enables a center to collect information at the time of the occurrence of a traffic accident even in case there occurs the state wherein the occurrence of the accident is not reported, or timing when the occurrence of the accident is reported is delayed. Ž<P>SOLUTION: The vehicle peripheral information transmission devices 10 detect that the vehicles 5 to 8 are at a location 1 where an accident rate is high, on the basis of reception of an information acquisition and transmission request signal from roadside equipment 2 or 3, in the vicinity of the location 1, and transmit vehicle peripheral information of the their own vehicles to a center 4 which collects information of traffic accidents, on the basis of the detection.
