<P>PROBLEM TO BE SOLVED: To provide an ionic conductor capable of exhibiting high ionic conductivity and excellent durability, as well as an electrochemical cell and a fuel cell using the same. <P>SOLUTION: The ionic conductor contains two or more kinds of electrolyte with different compatibility with water. At least a part of the electrolyte forming a surface of the ionic conductor is to be one other than that with the highest compatibility with water, out of the two kinds of electrolyte with different compatibility with water.
