<P>PROBLEM TO BE SOLVED: To provide a fluid pressure buffer can smoothly shift damping force characteristics. Ž<P>SOLUTION: The fluid pressure buffer includes a triple annular seat 17 formed on the outer periphery of a piston 5, each communication hole 22 formed in a first disk 20 seating on each annular seat 17, a second disk opening/closing each communication hole 22, a notch 21 provided in the first disk 20 for communicating an outside annular small groove 16A and a cylinder upper chamber or a cylinder lower chamber in the cylinder between annular seats 17. An operating oil pressure passage 6 and the cylinder upper chamber or cylinder lower chamber are communicated by the notch 21 provided in the outside annular small groove 16A, the communication hole 22 and the first disk 20 provided in the first disk 20, so that the damping force characteristics can be smoothly shifted.
