PROBLEM TO BE SOLVED: To provide a personal identification device, a personal identification method, and a personal identification program which are capable of suppressing the reduction in convenience to persons to be identified while, using biometrics, maintaining robustness of security. SOLUTION: A personal identification device (100) includes: a storage part (24) wherein data for collation of a plurality of registrants are stored; comparison parts (21, 22, and 23) which obtain degrees of similarity between first biometric data of a person to be identified, which is detected by a biometric information detection part, and data for collation; and a preservation part (26) wherein identification data for identifying registrants having data for collation whose degrees of similarity are equal to or higher than a threshold L1. When data exceeding a threshold L2 higher than the threshold L1 out of data for collation of a registrant identified by identification data don't exist, the degree of similarity between second biometric data detected again by the biometric information detection part and data for collation of the registrant identified by the identification data is obtained.
