<P>PROBLEM TO BE SOLVED: To determine an access order to an I/O module so as to increase a control efficiently of a whole control system. Ž<P>SOLUTION: This programmable controller is provided with: a plurality of modules commonly connected to a module bus for inputting and outputting data between each of the modules and control target equipment; and a PLC (Programmable Logic Controller) body for performing access to each module for processing data according to a sequence program. Each module is provided with ID, and the PLC body is configured to perform access to each module by referring to the ID. The PLC body attaches a speed ID corresponding to the processing speed of each module as an ID, and preferably the PLC body is configured to change or determine an access order to each module by referring to the speed ID.
