The method and arrangement comprise a drive motor (1) screwed together on a container (2) with a counter flange (3) for vitalization, ventilation and gassing of fluid, and a suction tube (4) mounted on the counter flange. The suction tube comprises a flange ring at lower end and rotates in the middle of drive shaft that serves a moving wing (8) for lateral suction of the surrounding fluid. The emerging low pressure takes air or gas through openings in the upper part of the suction tube. The gas or air mixes with the fluid sucked between flange plate and the moving wing. A spiral forming flow for drain that is arranged on top in the container emerges through supply of fluid in the container through which the fluid mixed with dispersed air or gases discharges from the container while air or gases saturated into the fluid do not withdraw from the water surface. The unsaturated air or gas, which is substituted through the upper flow through an opening in the container, and/or the drain arranged in the lower area are used. The suction opening for the gas to be received receives or freely intakes a connection from the opening of the gas or air with easily printed form. The drive motor is constructed with assigned counter flange, drive shaft, suction tube and moving wing or other component on the container. The moving wing consists of plastic, steel or other material or has wings and/or its ring closures. The treatment container consists of plastic, concrete or steel in cylindrical or quadratic form or the total aggregate consists of the parts of drive motor, counter flange, suction tube, suction opening, drive shaft, flange plate and moving wing in a fluid pattern. The drive of the drive shaft and the moving wing is implemented with electromotor in turning change- or equal flow guidance with or without drive, with hydraulic motor, and compresses air motor with combustion motors or over transmission with chains, toothed belt or V-belt.
