PROBLEM TO BE SOLVED: To provide a flame retardant that is free of halogen, has good solubility and causes neither deterioration of characteristics inherently possessed by a resin such as mechanical characteristics, molding processability and the like nor whitening when added to a resin and to provide a flame-retardant resin composition using the flame retardant that meets the UL standard (VTM-0). SOLUTION: The substitution of hydroxy groups of bis(9, 10-dihydro-9-oxa-10-oxide-10-phosphaphenanthrene-10-yl)bis(4-hydroxyphenyl)methane with other substituents eliminates hydrogen bonds of a P=O group and a phenolic OH group interacting between molecules, which leads to the improvement of the solubility in a resin composition or a solvent.
