PROBLEM TO BE SOLVED: To provide a fine particulate-immobilizing inorganic material, can immobilize firmly various functional inorganic fine particles onto an inorganic material surface. SOLUTION: This fine particulate-immobilizing inorganic material includes a coupling layer comprising a base body 1 with at least a surface comprising the inorganic material, and a coupling layer 2 coupled by a condensation reaction with a hydroxy group on the surface of the base body, and formed on the surface of the base body, and an inorganic fine particle layer 100b comprising the inorganic fine particles 4a immobilized with a silane monomer immobilized on its surface, and formed on a coupling layer 100a by covalent-bonding a coupling agent in the coupling layer with the silane monomer in the coupling layer, and by covalent-bonding the silane monomers of fellow inorganic fine particles.
