PROBLEM TO BE SOLVED: To provide a heat insulator capable of effectively preventing displacement of a heat insulating layer in an external facing bag. SOLUTION: This heat insulator 1 is provided with the heat insulating layer 10 of a fiber body filled with aerogel, a pair of holding layers 21a and 21b constituted by nonwoven fabric and fastening the heat insulating layer 10 while being in contact with the heat insulating layer 10, and the external facing bag 30 constituted by woven fabric and housing the heat insulating layer 10 and the holding layers 21a and 21b. Out of the external facing bag 30, the holding layers 21a and 21b, and the heat insulating layer 10, one or both of the holding layers 21a and 21b and a part of the external facing bag 30 are sewed up.
