<P>PROBLEM TO BE SOLVED: To broadcast a pay program in a conditional access system in which personal authentication is not performed. <P>SOLUTION: A system controller 19 transmits program purchase information to a broadcasting entrepreneur 100 via a communication part 24, and stores a value returned from the broadcasting entrepreneur 100 according to transmission of the program purchase information in a memory 23. Then, when a program corresponding to the program purchase information is received, random numbers are generated by a random number generator 22 using the received value stored in the memory 23 as a seed.
