PROBLEM TO BE SOLVED: To ensure chargeability by controlling removal of electricity from a photoreceptor drum with a simple configuration using a transfer roller. SOLUTION: A transfer voltage control unit 250 includes: a normal bias power source (+polarity) 252 used to normally transfer toner of negative polarity; and an application voltage control means 255 for varying an output voltage value of a normal bias power source (+polarity) 252 in order to eliminate trap charges on a photoreceptor drum 21. During the rotation of a photoreceptor drum after toner transfer to a regular recording medium is finished (i.e., when transfer is not carried out), the application voltage control means 255 of the transfer voltage control unit 250 applies a transfer voltage higher than regular transfer voltage to the photoreceptor drum 21, thereby eliminating trap charges formed in the photoreceptive layer of the photoreceptor drum 21.
