PROBLEM TO BE SOLVED: To provide a multi-color image forming method that eliminates malfunctions when repeatedly forming a toner image on an image carrier, and that achieves an inexpensive and simple configuration. SOLUTION: In the periphery of a photoreceptor drum 81, an image forming apparatus is sequentially provided with: a cleaning device 85: charging device 101; exposure device (not shown); developing device 201; charging device 102; developing device 202; charging device 103; developing device 203; charging device 104; developing device 204; and pre-transfer charging device 82. Each developing device carries a negatively charged toner as a developer in a carrying amount that is present in a developing area (opposite to the photoreceptor). When performing a second color charge in the same photoreceptor while the toner image is formed on the surface of the photoreceptor drum 81, the photoreceptor is charged on condition that the second color charge may not exceed the first color charge potential.
