PROBLEM TO BE SOLVED: To provide a solid powder cosmetic excellent in usability. SOLUTION: Provided is the solid powder cosmetic characterized by having penetration hardness of 60 to 95 under a load of 2 pounds with an Olsen hardness meter. The solid powder cosmetic preferably contains powder having Vickers hardness of≤7. The solid powder cosmetic is preferably obtained by adding a volatile oil to a cosmetic base agent comprising an oil and a powder component containing organic spherical powder having Vickers hardness of≤7 to form slurry, charging the slurry in a container, and then removing the solvent.
