<P>PROBLEM TO BE SOLVED: To provide a cationic electrodeposition paint composition capable of giving a cured electrodeposition film having good film appearance when an object to be coated, which has been treated with an environmentally-friendly chemical conversion treating agent or an untreated object to be coated is subjected to electrodeposition coating. Ž<P>SOLUTION: The cationic electrodeposition paint composition is used for electrodeposition coating of an object to be coated, which has been treated with a zirconium-based chemical conversion treating agent or an untreated object to be coated. The cationic electrodeposition paint composition contains at least a cationic epoxy resin, a blocked isocyanate curing agent and a conductivity control agent and has a paint solid concentration of 0.5-9.0 mass%. The resin component contained in the cationic electrodeposition paint composition has an SP value of ≤11.7. An electrodeposition film obtained from the cationic electrodeposition paint composition has a film viscosity at 50°C of ≤3,000 Pa s. The time required for resistance formation is within 12 s.
