<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a panel with transparent electrodes formed by printing dispersion liquid containing metal fine particles or fine particles of metal oxide with accuracy with the use of an inkjet printing method, without significantly deteriorating the productivity. Ž<P>SOLUTION: In the manufacturing method of the panel, provided with a plurality of display electrode pairs on a front substrate with discharge gaps formed between scanning electrodes having first bus electrodes and first transparent electrodes and sustaining electrodes having second bus electrodes and second transparent electrodes, (precursors 22bx of) the first transparent electrodes and (precursors 23bx of) the second transparent electrodes are formed, by printing a dispersion liquid containing metal fine particles or fine particles of metal oxide on the front substrate by the inkjet printing method printing with the use of a plurality of ink dots 82, 92 with different diameters.
