<P>PROBLEM TO BE SOLVED: To prevent a case from being carelessly pulled out from a loading tool, or a clip pull-in member from being erroneously pulled. Ž<P>SOLUTION: The case 81 housing a connection clip unit 13 is mounted on the loading tool 82, and the clip pull-in member 83 for pulling the connection clip unit 13 from the case into a skirt closing path 99 is incorporated. A slider 84 for connecting the connection member 48 of the connection clip unit 13 and an operation wire engages engaging projections 163 and 164 with the engaging grooves 118 and 152 of the case 81 and the clip pull-in member 83 when being at a first position and locks the case 81 and the clip pull-in member 83 so as not to move relative to the loading tool 82.
