PURPOSE: An apparatus and a method for a cell balancing based on a battery voltage variation pattern are provided to estimate the charge state of a battery by correcting an error of a cell output voltage and estimating a cell open voltage. CONSTITUTION: A cell balancing apparatus(10) comprises an open voltage estimation unit and a cell balancing unit. The cell balancing apparatus balances an plurality of cells included in battery. The open voltage estimation unit senses the voltage of each cell and estimate the open voltage of each cell based on the variation of a cell current voltage and a cell previous voltage. The cell balancing unit compares the open voltage of each cell and selects the cell to be balanced.
