PURPOSE: An uplink resource allocation method for improving uplink performance and a system thereof, a base station therefor and a mobile communication terminal are provided to remove performance mismatching between a downlink and an uplink, thereby expanding a coverage of an OFDMA system. CONSTITUTION: A network state checking unit(150) compares path loss and uplink transmission power with each threshold value. A network state is checked through the comparison. A transmission period setting unit(160) adjusts a network state information transmission period to a base station. A network state information transmitting unit(170) transmits network state information to the base station.
