<P>PROBLEM TO BE SOLVED: To provide an electrostatically charging device and an image forming device can prevent a discharge product from adhering to a photoreceptor effectively without requiring a large space around the photoreceptor. Ž<P>SOLUTION: This electrostatically charging device 12 includes a shield case 22 having an opening on a face side facing the photoreceptor 11 and a discharge electrode 21 arranged in the shield case 22 to charge a surface of the photoreceptor 11 electrostatically by discharging electricity between the discharge electrode 21 and the photoreceptor 11. This device 12 includes a covering member 24 arranged at a covering position covering a discharge product deposited region H along the opening on an inner face of the shield case 22 and capable of evacuation to an evacuation position evacuated from the covering position.
