Provided are a dispersing resin composition that has excellent dispersibility in water for use in a paint, ink, adhesive, and primer containing an alcohol or an ether, that has excellent water dispersibility and with which excellent dispersion stability can be maintained even when added to an organic solvent, for example, something that contains an alcohol or an ether, and when an organic solvent is added to the dispersing resin composition, as well as a paint composition, ink composition, adhesive composition, and primer composition containing same. Specifically, provided are a dispersing resin composition for use in a paint, ink, adhesive, and primer containing an alcohol and/or an ether, and a paint, ink, adhesive, and primer containing the composition. The dispersing resin composition is characterized in containing (a) a polyolefin resin containing a polymer primarily composed of olefin monomer units, (b) a nitrogen-containing polyoxyalkylene derivative, (c) a basic substance, and (d) water.
