PURPOSE: An apparatus and a method of providing an international roaming service are provided to enable a user to randomly select a desired international telephone company and a rate system, thereby enabling the user to use various and inexpensive rate systems. CONSTITUTION: A mobile communication terminal(100) parses list information about an international telephone company of a corresponding country and rate systems. The terminal transfers the international telephone company and rate system information that a user selects. A domestic roaming server(200) registers use of an international roaming service and requests to use a network. The server transmits corresponding rate system list information to the terminal.
