PURPOSE: An active-X substitution system and a method thereof are provided to supply a virtual machine corresponding to an active-X to a mobile terminal, thereby enabling the mobile terminal to use a service provided in a web site. CONSTITUTION: If an active-X installation request is generated for an accessed mobile terminal, an active-X parsing server(110) senses an active-X related to the active-X installation request. An active-X VM download server(120) identifies a virtual machine corresponding to the inputted active-X. The download server transmits the identified virtual machine to the mobile terminal(101).
